摘要
在矿产资源富集区,大型矿业集团不仅会对当地社会、经济和生态环境产生重要影响,而且往往会发展成为与当地政府对等的经济主体。因此,如何协调矿业集团和当地政府的矛盾,以及如何处理矿业开发与区域经济的关系,成为决定矿产资源富集区可持续发展的重要因素。根据安徽省淮南潘谢矿区的实践经验,对市矿统筹的概念、形成机制及其理论和实践意义进行了解析,并将其运用到煤炭资源富集区,提出了煤炭资源富集区市矿统筹的主要内容,分析了市矿统筹的制约因素,最后提出了推进市矿统筹战略的对策建议。
In the mineral resource-rich region, a large mining group not only has major impacts on local society, economy and ecological environment, but usually will develop into an economic entity equal to the local government. Therefore, how to reconcile the contradictions of the mining group and the local government, and how to deal with the relationship between mining development and the regional economy are extremely important for the sustainable development of the region. Based on the practical experience of Panxie colliery in Huainan, Anhui province, the concept of ＂coordinating development of coal enterprise and city where it is located＂, as well as its formation mechanism and its theoretical ＆ practical significance are analyzed. And the relative theory is introduced into the study on sustainable development of coal-rich regions. The contents of ＂coordinating development of coal enterprise and city where it is located＂ and the restraints of it have been brought forward and analyzed. At last, the countermeasures of promoting the coordinating strategy are proposed.
