摘要
缺乏在世界范围内具有影响力的科学技术人才是我国建设创新型国家和进入世界人才强国行列的突出障碍。如何培养造就高层次创新型科技人才已经成为教育、科技和人才工作中亟待解决的问题。针对青年人才培养,产学研结合,科技投入,科技、教育与人才工作体制变革,人才开发制度配套建设,创新文化营造等人才培养的重要问题进行了探讨,并对进一步完善相关政策提出了建议。
Lack of high-level scientific and technology talent is the primary obstacle in the process to build an in- novative nation for China. To foster innovative talent have already been the mean issue in the policy making of education, science and technology, talent management. In this paper, we focus on some policy issues such as, fos- ter of young scientific and technological talent, integration of production, teaching and research, scientific and tech- nological input, system reform, building systematic human resource development institution, and creating innovative culture.
