全球气候变暖增大了全面开通北冰洋航道的现实性，这也催生了一场围绕北冰洋航运权益而展开的国际博弈。目前北极地区成熟的地缘政治格局尚未明确．但从与北冰洋航运权益相关国家的北极战略及地缘政治实践的现状看，已大致可划分为以俄罗斯、加拿大为代表的利益集团。以美国为代表的利益集团和非北极国家集团。北极是全世界的共同财产，任何国家都拥有发言权。中国作为与北冰洋有重要利益的国家，需要对北冰洋航运权益的攻守态势具有清醒的认识，加大对北冰洋的科考研究．密切关注北极地区政治经济发展态势。及早制定符合中国长远利益的北冰洋航线战略。
The global warming has given an added urgency to fully open up the sea-lanes of the Arctic and it also quickened the step of entering into rivalries within the region evolving shipping rights and interests on the Arctic. Right now, a mature geopolitical setup in the North Pole region has not yet come into being, but judging from the existing circumstances of strategic and geopolitical realities in the region, we can see that relevant countries can be broken down into several interest groups: one represented by Russia and Canada; one represented by the United States and one represented by non-Arctic countries and groups. The Arctic region is a common property, and any country has a say because of that. China, as a country that has important interests in the Arctic, should come to a full and clear understanding on the offensive-defensive posture on the shipping rights and interests in the region. It should step up its scientific research and investigation on the Ocean, and pay closer attention to the regional political and economic development posture. In so doing, China will be able, at an early date, to formulate shipping strategy in the Arctic that conforms to China' s long-term interests.
