摘要
目前国资委对国企的监控,主要承担财产监管的"监管者"职能,用"资产监管"的行政模式取代"出资监管"的股东行为的色彩还十分浓。在深化国资国企改革中,治理主体与治理边界的变迁、国资保值增值的重任、市场经济模式的挑战以及新加坡淡马锡公司的成功榜样,将成为驱动国企监控模式再造的重要力量。
Currently State-owned Assets Supervision and Administration Commission functions as the "monitor" for the properties. The phenomenon is still prevalent that the administration model of "assetsupervision" is substituted for the "fund supervision". During the process of deepening the reform of state-owned assets and state-owned enterprises, many factors will become the key momentums of monitoring model rebuilding. They are the transition of the governing main body and the increasing the value of state-owned assets, the model of Temasek Holding Ltd governing boarder, the responsibility of keeping and market economy, the successful example of Singapore
