摘要
按照"事实层面—价值层面—操作层面"的思路展开对政府绩效评估主体研究文献的综述,可以发现近十年来的研究普遍强调在政府绩效评估应该引入多元主体,而对于如何构建科学合理的多元主体仍未达成一致,研究成果也非常有限。因而,未来的研究应关注如何构建科学合理的多元评估主体,努力在理念先行、制度建设基础上,运用科学技术来保证政府绩效评估的代表性和准确性。
To expand the review on the plural subjects study in government performance evaluation according to ＂the fact-value-operation level＂, we can find that researchers over the past decade have emphasized that the government should introduce plural subjects in the performance evaluation. As for how to construct scientific and reasonable plural subjects, the scholars still don＇t achieve any agreement yet; the research results are also very limited. Therefore, the future study should pay more attention on how to construct scientific and reasonable plural subjects, we should try to put the ideas first and construct system, then use the scientific technology to ensure the representation and accuracy of government performance evaluation.
