本文是 1 999年 9月 1 1日在山西省第一届水文化研讨会上的发言。首先分析了我国水利发展的重要历程和资源水利的提出 ;继而阐述了水利系统观点 ;
Three parts are included in this paper. 1.The important course of development of water-conservancy cause and water culture in China The history of the water-conservancy cause and the water culture is almost as long as the history of the development of mankind.People in China,from ancient times to the present,have been attaching great importance to the water-conservancy as well as to the water culture,the important course of which is pointed out in this part.Additionally,“resource-water-conservancy”or“water conservancy on resource”advanced quite recently is briefly introduced. 2.On water conservancy system In this part,the viewpoint of water-conservancy system is expounded.The author thinks that the water-conservancy is a colossal and complex system,it is a synthesis consisting of water system,systems of other subjects concerned,and social and economic system. The water system,which is one part of physical geography system,in which water resources is a natural resource that can not be substituted,the flood,weterlogging,drought and alkaline,which are natural disaster,they form the water system jointly according to each law of them in their formation and motion. The water-conservancy system is an organic integrity,which is influenced both by natural environment and by social development,relating to many subjects,in natural science and in social science,and to many professional department,the relations among them being extremely widespread and complicated.The water-conservancy system is of a great system,which belongs to the coordinated development of the human society and the natural environment. The water-conservancy is a dynamic system,it can circulate both virtuously and viciously,keeping the virtuous circle of water resource with systematic science and theory is our purpose.Finally,the water-conservancy is also a commodity system,as the substantial water resources supplied after being developed and constructed has come to be a commodity having the marketable value. 3.The development of water-con
