摘要
标准化是电力系统数据交换和共享的基础。目前没有针对配网项目数据的相关标准,导致配网规划和大修技改中存在重叠投资现象。为此,拓展了IEC61970/IEC61968信息标准化模型,提出标准化的配网项目数据结构,将配网设备全寿命周期管理拓展至规划环节;在此基础上提出配网项目关联度评估模型,评估不同项目的关联程度,辅助项目管理人员判断待立项目的可行性,避免重叠立项,提高投资效率。算例分析表明,提出的配网项目数据结构和关联度评估模型,可以提高配网管理水平。
Standardization is the basis of data exchange and sharing in power system, but no relevant standard is appropriate for the data of distribution network projects, which causes repeated investment in planning and overhauls. The standardized model of IEC61970/IEC61968 is expanded, and the standardized data structure of distribution network project is proposed, so the lifecycle management of distribution network equipment is ex- panded to planning links. On this basis, the evaluation model of correlation degree in distribution network pro- jects is proposed. The model can evaluate the correlation degree of different projects, which can assist the managers to judge the feasibility of projects, avoid overlapping, and increase the investment efficiency. Exam- ple analysis shows that the standardized data structure and evaluation model of correlation degree can greatly improve the management level of distribution network.
