摘要
以田野调查为主,结合观察、座谈、深度访谈等方法,通过考察曼景法旅游社区在旅游规划决策、旅游项目开发、旅游利益分配、社区环境维护等4个方面的参与现状及问题,从5个方面构建其社区参与旅游规划的实现路径:1)识别利益主体和旅游需求:曼景法社区的利益主体由西双版纳州政府、该村村民、游客和周边社区组成,各自的利益诉求决定其参与内容和行为;2)明确旅游规划的战略目标定位:面向自驾车游客、散客及小型团队,以休闲、度假和文化体验为主的"傣家乐";3)确定社区参与旅游规划的具体途径为:参与旅游项目与产品规划、旅游营销、社区旅游组织的构建,与周边社区联动开发等。4)建立游客信息调查制度和居民感知调查制度,评价旅游规划的实施质量:通过差距模型分析法,弥合旅游差距;5)构建社区参与的实现机制,其包括体制完善机制、法律保障机制、意识培育机制、知识引导机制和经济促进机制等。
Problems and present conditions of the participation of Manjingfa Dai community in tourism planning decision, tourism project development, tourism benefit distribution, and village environment protection are investigated by using the methods of field survey, informal discussion and in-depth interview with the villagers. The route to the community participation in tourism planning can be built up from the following five aspects： 1） identifying the beneficial owners and the demands for tourism： the beneficial owners would include the government of Xishuangbanna, the local villagers of Manjingfa community, and the adjacent communities; 2） positioning the strategic objectives of tourism planning： the tourism would be of rural leisure, vacationing in Dai village with a brand of Happy Dai Family, experiencing the folk culture, and the tourism market would face the self-drive tourists, small group of tourists, as well as the independent tourists; 3） selecting the main paths to community participation in tourism planning： participating in designing of torism products, tourism marketing, constructing tourism organization, conducting linkage tourism developemt with the surrounding communities. 4） establishing a system to investigate tourist information and perception of the residents, appraising the implementation of the tourism plan, bridging the gap between the reality and the plan. 5） constructing a mechanism to realize community participation in tourism planning, which would include the improvement of the administrative system, legal guarantee, personnel training, knowledge guide and economic promotion.
