摘要
西藏的经济增长属于典型的政府投资拉动型,财政投资是推动西藏经济跨越式发展的最重要的因素。西藏今后的跨越式发展,必须牢牢坚持"一手保生态环境,一手抓特色产业大发展"的方针,在政府主导下,充分利用好西藏的财政税收支持政策,采取建立生态保护基金、征收环境税收、加大环境建设的投入等积极措施。
Tibet＇s economic growth is typical of government investment-led financial investment is the most important factor to promote the leaping development of Tibet＇s economy. Tibet in the future by leaps and bounds, we must firmly adhere to the ＂first- hand the ecology and environment, with one hand and characteristics of major industrial development＂ approach, under the guidance of the government, make full use of financial and taxation support policies in Tibet, the establishment of ecological protection fund, to impose an environmental tax, positive measures to increase the input of environmental construction.
