摘要
我国"学分银行"建设要重点解决好基本认识、技术操作和深层次障碍三大问题。从政府文件解读,我国的"学分银行"既是学习成果、学分累积和转换的第三方权威认证机构,又是各级各类办学单位普遍建立和遵守的教育管理制度。"学分银行"的建设要重视形成需求机制,明确认证服务对象,建设可评定和换算的学分体系,建立与各办学单位特别是与开放大学的密切合作关系。教育主管部门要加快转变管理思维定势和行政管理方式,深化招考制度、教学制度和学分制的改革,促进终身学习,从而帮助"学分银行"清理体制性和制度性障碍。各级各类办学单位要主动顺应教育开放的发展趋势,建构起与"学分银行"制度相适应的办学形式和人才培养方式,促进学习和成才"立交桥"的形成。
Three key aspects need to be dealt with carefully for the learning credit system in China,that is,concept,operation and obstacles.A learning credit bank is a third party accreditation institute for learning results,credit accumulation and transfer.Meanwhile,it is also an education management system established and abided by education providers of all levels.Measures are suggested for the development of learning credit bank in China.it is argued that emphasis should be laid upon social needs,accreditation parties,and accreditation and transfer mechanisms.Reforms and innovations should be carried out in terms of management modes,examination systems,teaching and credit systems,to promote lifelong learning.With the development of open education,educational management and operating model need to be reformed and innovated in order to accelerate a successful 'flyover' between learning and achievements.
