本文论述了具有中国特色的灾害管理模式。可简要表述为以灾害系统观导向 ,依托功能互补与分工协作的行政、专业、社会群体三类灾害管理系统 ,实施“以防为主 ,防抗救相结合”
This article has discussed the typical Chinese model of hazard management, which can be briefly described as a systematic project of hazard reduction and management. Based on the view of hazard system, the project relies on administrative, professional and social hazard management systems, giving priority to hazard prevention and combining prevention with resistance and rescue.
