摘要
养老保险关系转移接续的实质就是劳动者在流动中养老权利的保护和养老利益的平衡,分析指出彻底解决养老保险关系转移接续难问题的关键就是对现有养老保险制度进行有效整合,在分析整合模式的总体思路、路径选择以及可行性的基础上,提出在整合模式中可以实现养老保险关系的"无障碍"转移接续。
The endowment insurance relationship refers to the protection of their pension right and the balance of their pension benefit on the labor mobility. This paper argues that the key to solve the problem is to build a new endowment insurance model on the four pillars, and discusses the general idea and the path and the feasibility of the new model, accordingly proposes the pension continuity in the new model.
