摘要
从农村劳动力养老保险关系转移接续涉及的问题入手,对江苏农村劳动力养老保险关系转移接续的政策规定、现状问题以及制度因素对劳动力转移的影响进行分析,认为农村社会养老保险关系与城镇基本养老保险关系的衔接办法需要详细化和统一化,农民工跨省流动的养老保险关系转移接续问题尚未解决。为此提出相应的改革建议。
The paper, starting with issues involved in transferring social security accounts of rural workers, analyses impacts on the transfer made by related policies and regulations, the statement and systematic factors in Jian- gsu. It points out that the rules for the transfer between rural and urban accounts need to be detailed and unified, and the problems involving in inter-provincial transfer have not yet been resolved. The suggestions are hence pro- posed in the paper.
