摘要
基础教育均衡发展应是建立在切实保障人的受教育权利的理念之上的。如果作为人发展不可缺少的基础教育的权利也得不到保障的话,也就谈不上其均衡发展了。作为当今最新的一种国际教育思潮,全纳教育的核心理念之一便是:"教育即人权,反对教育中和社会上的排斥与歧视。"我国已日益关注到人权问题的重要性,作为人权的一个重要组成部分——公民平等的受教育权,也成为我国社会和教育发展中关注的焦点。全纳教育的理念有助于基础教育的均衡发展。
The balanced development of basic education should be established on the idea of effectively protecting people' s right of education. If the fight of basic education as indispensable to human development can not be guaranteed, naturally less balanced development. As an international educational theory, the core concept of inclusive education is: "Education is human rights, education should be against of social exclusion and discrimination. " China has become increasingly concerned about the importance of human fights issues, as an important part of human rights - equality of all citizens the fight to education has also become the focus of China' s social and educational development. The concept of inclusive education contribute to the balanced development of basic education.
