摘要
通过对我国特殊和稀缺煤种资源开发利用现状的研究,分析了当前特殊和稀缺煤种过度开发、不合理使用等问题存在的主要原因,提出综合运用宏观经济调控、加强资源规划和监管、国际贸易等手段,对特殊和稀缺煤种实行保护性开发、开采和利用,为经济社会的可持续发展提供有力的资源保障。
According to the status quo of the development of special and rare coal species in China, the paper has analyzed the main reasons of over-exploitation and unreasonable utilization of special and rare coals species at present. It suggests that the macroeconomic control, strengthening resource planning and supervision, international trade and other means should be utilized comprehensively to implement the protective development, exploitation and utilization on them, which will provide resources support for sustainable economic and social development.
