摘要
改革开放以来,我国零售业取得了巨大成就,目前正处于从外延快速扩张阶段向内涵平稳发展阶段过渡的时期,要尽快并顺利地完成这种过渡,零售业必须正视三种关键性的战略:一是走出"中等规模陷阱"的大型企业成长战略,促使零售企业按照自愿、平等、互利、双赢(多赢)的原则,尽快提高市场集中度,加快结构调整和资本重组,自下而上推出一批重量级大型企业;二是主营业务回归的发展战略,增强零售企业自有资金实力和主营业务的能力,重建买手队伍,稳步提高大额采购销售、买断经营的比重,增强开店零售商承担风险的能力和责任;三是向海外延伸的扩张战略,在继续实施服务业对外开放政策的同时,注重国内零售企业的成长,鼓励零售业的海外扩张,在海外构建强大的自主渠道,力争掌握价格主导权,国家应将此作为国家战略,采取与零售业国内整合、国外抢滩相关的政策措施。
Since reform and opening up, we have made great achievements in the development of China's retail industry. At present, the development of this industry is transforming from rapid expansion to inward stability; to successfully complete this transformation, three important strategies should be faced by this industry. The first is the large enterprises' growth strategy of going out of the "Medium Scale Trap" with the purpose of encouraging the retail enterprises to increase the market concentration, accelerate the restructuring and cultivate more large enterprises based on the principle of "voluntariness, equality and mutual benefit"; the second is the development strategy of main business regression with the purpose of enhancing the strength of fund owned by the enterprises and their main business, rebuilding the team of buyers, steadily increasing the proportion of large amount purchasing and selling and buyout, and enhancing the retailers' capacity for taking risk; the third is the expansion strategy with the purpose of paying more attention to the growth of domestic retail enterprises, encouraging the retail industry's overseas expansion, encouraging them to construct their own channels abroad and grasp the dominant right of pricing based on continuing implementing the opening up policy of the service industry. And we should take the third strategy as the national strategy and encourage the retail industry to be integrated domestically and expanded abroad.
