摘要
农业生态环境补偿是保护农业生态环境、促进农业资源有效利用的经济手段和关键措施。在阐述农业生态环境补偿基本内涵的基础上,分析了我国农业生态环境补偿的现状和问题,剖析了农业生态环境补偿的理论、经济和技术难点,提出了明确农业生态环境补偿的客体和主体、制定科学的农业生态环境补偿标准、加强法制建设等对策。
Agricultural eco-environment compensation is not only an effective measure to protect agricultur- al eco-environment, but it is also a key economic method to make full use of agricultural resources. On the basis of an introduction to the connotations of agricultural eco-environment compensation, this paper ana- lyzes the status quo, theories, problems and difficulties in domestic agricultural eco-environment compen- sation. It proceeds to put forward countermeasures to solve the problems, including the distinction of sub- ject and object, the formulation of scientific compensation standards, and the strengthening of legislation.
