摘要
需求侧(包括联络线)负荷的变化及发电侧(包括输电线)出力的变化是系统产生自动发电控制(AGC)需求的根本原因,因此AGC成本应在需求侧和发电侧的AGC需求引起者之间分摊。针对以区域电网为载体的区域电力市场,基于历史AGC需求曲线,在深入研究AGC成本产生机理的基础上,设计了3个指标,即控制区域的AGC需求对区域电网AGC需求的影响、反映AGC需求数量的指标和反映AGC需求波动特性的指标。刻画出各控制区域对负荷侧AGC需求应承担的责任。最后根据这些指标将需求侧AGC成本在相关责任控制区域之间进行了分摊,并将该策略应用于合作控制区域之间。算例验证了所提分摊方法的公平性、合理性及对改善负荷特性、减少AGC需求的激励作用。
Since the load variation at customer side(including tie lines) and the output variation at generation side(including transmission lines) lead to AGC demand,the AGC cost should be allocated among demanders at both sides. Based on the history AGC demand curve and the in-depth study of AGC cost generation mechanism,three allocation indexes are designed for the electricity market of regional grids:the influence of areal AGC demand on regional AGC demand,the quantity of AGC demand and the fluctuation of AGC demand,which describe the responsibility of each controlled area for the AGC demand of customer side. The AGC cost is allocated among areas according to their responsibilities. It is also applied to the cooperated areas. The equity and rationality of the proposed allocation method,as well as its promoting effect on load improvement and AGC demand reduction,are verified by case study.
