摘要
文章首先对新版IPMVP(2012)进行介绍,重点介绍IPMVP新框架中的"测量和验证(M&V)过程"及新增的"操作认定(Operation Verification)"。然后,比较《指南》与新版IPMVP的异同,以此为基础分析合同能源管理项目节能量审核认定及节能措施操作认定的可行性,并提出一种适合我国合同能源管理项目测量审核认定计划开展的、可操作的实施流程。
In this paper, firstly, the new Measurement and Verification （ M＆V ） process＂ IPMVP （2012） is introduced, focusing on and ＂ Operation Verification ＂ added in the new framework, Then,comparing ＂ guide＂ to this new version of IPMVP technology, on whose basis the feasibilities of Savings Audit ＆ Verification and Operation Verification of energy saving measures in energy performance contracting project are analyzed. Meanwhile, a new kind of ＂Measurement and Verification＂ process suited to energy performance contracting project in China is put forward.
