摘要
针对合同能源管理(EPC)在中国的实际应用情况,系统分析节能服务公司所面临的外部环境风险、客户风险等一系列风险,并以天津伟力公司的天纺节电项目为例,运用模糊评价法对项目整体风险进行评估。对于风险在可控范围之内的项目,在深入分析各种潜在风险的基础上,构建出包含风险回避、风险防范和风险转移的"三位一体"风险控制模型,以降低项目风险,并保证项目的顺利实施。
According to the actual application of energy performance contracting(EPC) in China,the paper systematically analyzes the risks of energy management companies(EMCO),such as external environment risk and customer risk.Besides,a case study is made on Tian Fang electricity saving project of Tianjin Wei Li Company by using fuzzy evaluation method to evaluate the general risks of the project.For projects in which the risks are controllable,based on the detailed analysis of the potential risks,a "trinity" risk control model including risk aversion,risk prevention and risk transfer is constructed to lower project risks and guarantee the smooth implementation of the project.
