摘要
自然保护区具有明显的正外部性,对于优化生态,保持生物多样性具有不可替代的作用。按照科学发展观的要求,中国自然保护区管理体制必须进行转型方能实现持续发展。自然保护区管理转型亟待破解发展定位、补偿机制、财政投入、法律法规建设等问题。只有妥善解决好这些问题,自然保护区才能真正迈入发展的快车道,国家赋予自然保护区的战略意图也才能得以实现。
Nature Reserve has a significant positive externalities,has an irreplaceable role for optimizing the ecological preservation of biological diversity.In accordance with the requirements of the scientific concept of development,the nature reserve management system must be in transition in order to achieve sustainable development.Nature reserve management of the transition must be tackled to the development of positioning,compensatory mechanisms,financial investment,the construction of laws and regulations and other issues.Only to properly resolve these problems,the Nature Reserve can really entered the fast lane,the state gives the nature reserve in the strategic intent can be achieved.
