摘要
近年来,随着中国经济的快速发展,对各类资源的需求也在不断增加。中国新疆与俄罗斯西西伯利亚均是各自国家矿产、森林等自然资源最丰富的地区之一,也因此成为国家经济社会发展的主要资源供应地。两地在地理上相互毗连,资源开采、加工基础设施良好,且均有加深合作的意愿。双方在自然资源领域开展合作,符合当今国际资源格局的变化,不仅是保证我国资源安全、扩大地缘政治和经济影响力的有效途径,同时也是俄罗斯扩大市场、发展经济的要求。在合作的策略上首先要将新-西地区在资源领域的合作纳入到新疆的资源开发战略中,将其作为一个整体来统筹安排、规划;其次,要利用中方的资金优势,以参股、合资、合作等形式,积极参与到俄方油气田和矿产的开发中,深入从勘探、采掘、冶炼到定价销售、市场规划等全过程中去;再者,根据新-西资源特点,选择能源、铁矿石、铜和林业等作为重点合作领域,积极推动跨境直通公路、天然气管线、石油管线乃至直通铁路的建设,使之不仅成为贸易通道,而且成为一条复合型的战略资源走廊。最后,要扩大人员交流,增进相互了解,以利于协调双方利益,形成双赢局面。
In recent years, with China~ rapid economic development, the demand for various types of resources are also increasing. Xinjiang and West Siberian are rich in mineral resources in their respective countries and al- so become the main suppliers of resources for country~ economic and social development. Xinjiang and West Si- berian are adjacent to each other geographically. There are not only good infrastructure in resource extraction and processing, but also the will to deepen cooperation in both sides. Cooperation between the two sides in the field of natural resources with the current changes in the pattern of international resources, not only ensure the safety of our resources and to expand the geo - political and economic influence in an effective way, but also expand the Russian market and economic development at the same time. In cooperation strategy for Xinjiang it should bring into the resources development strategy; Secondly, to make use of the Chinese capital to actively participate the entire process of the Russian oil and gas fields and other mineral development through joint ventures, cooperation and other forms. Furthermore, according to the characteristics of the resources of the region, to choose the ener- gy, iron ore, copper and forestry as the key areas of cooperation, actively promote direct cross - border roads, gas pipelines, oil pipelines as well as through the construction of the railway, not only as a trade route, but also become a strategic resource composite corridor. Finally, to expand the personnel exchanges, enhance mutual un- derstanding and facilitate the coordination of the interests of both sides to form a win -win situation.
