摘要
发展循环经济必须依靠国家政策体系的支持和推动。我国循环经济政策体系可分为三个层次:第一为大循环层面,包括对循环经济发展普遍适用且具有指导性的法律法规、发展规划及评价指标体系等;第二为中循环层面,包含支持工业园区、产业集群、城市社区等三大主体的循环经济发展的政策措施;第三为小循环层面,包含支持单个企业实体开展循环经济活动的相关政策措施。
The development of circular economy must rely on the supportiveness and promotion of national policy system.The circular economy policy system of China can be divided into three layers.The first layer includes the laws,regulations,development planning and appraisal index system which can be universally applied to and guide the development of circular economy.The second layer includes the policies and measures supporting the development of the three principal sectors,namely,industry parks,industry cluster,urban communities.The third layer includes the policies and measures supporting the individual enterprise entity to conduct the circular economy activities.
