摘要
考察长三角区域一体化进程中的区域立法协调可以发现,其主要通过府际行政协调机制在运作。尽管府际行政协调机制在实践中具有运作灵活、高效及易于拓展等优势,但也存在天然的不足。创新区域立法协调机制,需要我们既立足区域又超越区域,尊重现有立法体制和国家权力体系,同时借鉴软法等理论,构建立体、综合性的区域立法协调体系。
It has been shown that the regional legislative coordination in the process of Yangtze Delta regional integration is mainly implemented through the operation of the inter-governmental coordination mechanism.Though the mechanism has practical advantages such as being flexible,high-efficient and easy to develop,it still indicates innate insufficiency.Ways to realize the innovation of the mechanism and establish a dimensional and comprehensive regional legislative system include the followings： to take the regional conditions into consideration and meanwhile exceed the regional restrains;to respect the current legislative system and national power system;to refer to theories of soft law.
