摘要
深化经济体制改革的基本方向是市场化、法治化和民主化,其目标依然是建立健全社会主义市场经济体制。深化经济体制改革,必须处理好政府与市场、政府与社会的关系,价格与规制的关系,公共产权与私人产权的关系,垄断与竞争的关系,金融经济与实体经济的关系,排斥与包容的关系。深化经济体制改革的基本思路和着力点是:以公共产权制度改革为核心,完善基本经济制度;以价格改革为先导,深化改革资源配置方式;围绕市场与社会、企业与社会组织关系的重塑,加快推进社会体制改革;从市场经济体制的完整性出发,深化行政管理体制改革。
The basic direction of deepening the reform of economic system is marketization, the rule of law and democratization, its goal is to establish and perfect the system of socialist market economy. Deepening the reform of economic system, should handle the relationship between the government and market, government and society, the price and regulation, public property and private property rights, monopoly and competition, financial economy and real economy, exclusion and inclusion. The basic ideas and the focus of deepening the reform of economic system include： to take the public ownership system reform as the core and improve the basic economic system; to take the price reform as the guide, deepen the reform of resource allocation; to accelerate advance social system reform while remodeling the relationship between the market and society, enterprises and social organizations; to deepen the reform of administrative system from the integrity of the market economy system.
