摘要
目的:明确2009年我国省级疾病预防控制中心重大疾病防制工作开展的状况,并通过绩效考核检验该部分指标的科学、合理和可操作性。方法:采集2009全国各省级疾病预防控制中心疾病预防控制工作相关数据,从结核病防制、乙肝防制及艾滋病防制3方面工作与绩效考核标准进行比较后判断其达标情况。结果:2009年所有省份均实现了DOTS策略全覆盖;新涂阳病人发现率平均为75.0%;结核病病人系统管理率平均为85.6%,距离考核标准规定的95%仍有约10个百分点的差距;20个省的新生儿首剂乙肝疫苗及时接种率达标县(区)比例为100%,但仍有3个省低于60%;9个省份的艾滋病自愿咨询检测点覆盖率达标县比例为100%,达标县比例低于60%的省仍有10个。结论:2009年我国省级疾病预防控制中心重大疾病防制的能力有所提高,但是结核病病人的系统管理以及艾滋病自愿咨询检测工作仍待加强。重大疾病防制部分的绩效考核全面、客观地反映了我国省级疾控中心的现状,具有科学性、合理性和可操作性。
Objective: To figure out the performance of provincial Centers for Disease Control and Prevention(CDCs) on major disease control and prevention in 2009.Methods: Data on disease control and prevention of provincial CDCs was collected and compared with the standard,including 3 kinds of communicable disease-tuberculosis(TB),hepatitis B and AIDS.Results: In 2009,the DOTS strategy achieved full coverage in all provinces;the average detection rate of new smear positive cases was 75%;the average percentage of the registered TB patients in systematic management was 85.6%,nearly 10 percentage points below the standard(95%);the ratio of counties(districts) where the timely immunization rate of the first dose of hepatitis B vaccine reached the standard in 20 provinces were 100%,while that in 3 provinces were still less than 60%;the ratio of counties(districts) where the coverage of HIV voluntary counseling and testing spots reached the standard in 9 provinces were 100%,while that in 10 provinces were less than 60%.Conclusion: The ability of major disease control and prevention has been improved a lot.However,the systematic management of the registered TB patients and HIV voluntary counseling and testing still need to be strengthened.The performance evaluation practice objectively reflected the current performance of provincial CDCs on major disease control and prevention,which showed it was scientific,reasonable and operational.
