摘要
为了实现农村土地流转和农村社会保障的良性互动,应理清和深入分析农村土地流转和农村社会保障的关系,合理分配土地流转收益,切实维护农民的权益、以土地流转调整农村产业结构,推动农村劳动力转移、建立健全农村土地流转中介组织,完善土地流转制度的基础上建立健全农村社会保障体系。在加强政府对农村社会保障的主导作用,确保农村社会保障基金保值增值、着重建立健全3项农村基本社会保障制度、构建多层次的农村社会保障结构的对策中促进农村土地流转。
In order to realize the benign interaction between rural land circulation and rural social security, people should clear and deep analysis of the rural land circulation and rural social security relationship, on the basis of reasonable allocation land circulation revenue, safeguard the peasants＇ rights and interests, adjust the rural land circulation industry structure to promoting rural labor transfer, establish a rural land circulation intermediary organizations, improve land circulation system to establish a rural social security system. And strengthen the leading role of government to rural social security,ensure the rural social security fund value, emphasize on establish and perfect the three items on rural basic social security system, establish multitiered rural social security structure to promote the circulation of rural land.
