摘要
招生考试制度的前期改革取得了一定的成绩，但碰到了三大难题。要解决这些难题，必须走整体改革之路。“整体改革”包括高考制度的革新、高校招生制度的创新和管理体制的优化。笔者在这三个方面提出了一系列新主张，并建议首先在一个省、一个自治区和一个直辖市进行“整体改革”的实验。
The earlier stage reform of enrollment and examination system for colleges and universities has achieved certain successes, but confronted three big difficult problems. To solve these difficult problems, we must take the road of entirety reform. The entirety reform comprises the innovation of the college entrance examination system, the innovation of the college enrollment system system, and the improvement of the administrative system. The writer puts forward a series of new propositions in the three aspects and suggests to carry out the experiment of the entirety reform in a province, an autonomous division and a municipality directly under Central Government.
