摘要
禹州市是一个水资源不丰富的地区,加强小流域管理是提高水资源综合利用效率的关键。参与式小流域管理是让老百姓在项目规划、实施、管理中充分参与,把百姓利益与流域管理紧密结合;在实现流域管理目标的同时,使百姓的意愿在规划中得到充分的体现;百姓全面的参与到项目选择、规划、实施、监测、评价、管理的全过程中来并分享项目成果和收益。保证了项目实施的效果和质量,提高了项目规划设计的科学性和合理性及项目可持续发展的能力。
Small watershed management is the key to increasing the comprehensive utilization efficiency of water resources because of scarce water resources in Xuzhou City.Participatory management is closely related to people＇s interest and watershed management through people＇s active participation in the project planning,implementation and management.At the same time,to achieve watershed management goals,people＇s ideas are sufficiently embodied in the planning and people share the project achievements and income in the whole process from full participation,project selection,planning and implementation to monitoring,evaluation and management.So the effectiveness and quality of project implementation are ensured and the rationality of the project planning and the ability of sustainable developmenthas been improved.
