摘要
研究目的:分析开展村级土地利用规划环境影响评价中有关环境影响识别的主要内容,并在此基础上构建评价的指标体系,通过综合评价,得出试点村规划方案的环境可行性。研究方法:环境影响识别中采用了矩陈法,参评因子状态值的获取运用了数学模型法,综合评价时选用了优度评价法。研究结果:根据环境影响识别结果,选取了生态环境、自然环境、社会环境与经济环境4个方面的因素,构建了景观多样性、耕地压力指数、农户集中居住率等共21个参评因子;综合评价的结果表明该规划方案基本可行;同时提出了环境影响减缓措施。研究结论:开展村级规划环境影响评价对于土地规划方案的选择具有较强的指导意义,同时也为合理制订规划管理措施提供了依据。
The purpose of the paper is to identify the main environmental impact of land use planning at village level, and further form an index system of assessment for judging the environmental feasibility of one specific planning scheme. The research methods included Matrix Method, Mathematical Model Method and Superiority Evaluation Method. The results showed that environmental impact such as natural, ecological, social and economical aspects should be considered into the assessment. The four aspects were further composed by 21 factors, such as landscape diversity, pressure index on cultivated land, ratio of the farmers in a assembled residential area, and so on. The eomphrehensive assessment result showed that the planning scheme in the emperical study was basically feasible, and some mitigation measures for the environmental impacts were put forward. The paper concluded that the environmental impact assessment of the land use planning at village level was very important for the choice of planning scheme, and it further provided the basis to make scientific administration measures.
