摘要
参与民主理论和实践强调加强民主政治的人民性与参与性。在我国,公民参与地方人大立法还有着深厚的政治学与法学理论基础。作为一种具有积极意义的民主实现形式,公民参与立法是参与民主的内在要求,对我国的民主政治建设具有重要的推动作用。
It is emphasized in the theory and practice of democratic participation that we should strengthen the common people＇ s participation in democratic politics. In China, there are deep political and legal basis for public participation in the legislation conducted by local People＇s Congress. As a positive form to realize democracy, public participation in the legislation is the requirement of democracy, which will promote the construction of democratic politics.
