摘要
大力发展公共租赁住房是"十二五"期间保障性住房建设的主要任务,但如何确保保障性住房资源分配的公平有效,尤其是确立合理的准入门槛和退出办法,仍值得探索。公租房准入与退出机制的核心内容为:在准入原则上,加入对申请家庭总资产的限制以及对家庭收入上限的动态调整机制;在配租过程上,对不同类型的申请家庭进行打分,确定量化标准;在退出机制上,采取奖惩并举的方法,以经济手段和法律手段打击滥用公共资源者。
To develop public rental housing is the main task of social housing program during the Twelfth Five-Year Plan. However, it still needs exploration on how to build a reasonable entry and exit mechanism for distributing social housing fairly and efficiently. The core contents of entry and exit mechanism of public rental housing are as follows: in the aspect of entry principle, adding the dynamic adjustment mechanism to limit the total assets and control the upper limit of a family income; in the aspect of allocating rental housing, scoring the applicants of different types and determining the quantitative criteria; as for exit mechanism, applying rewarding and punishing approach, and punishing those who misuse public resources through economic and legal means.
