摘要
进城务工人员随迁子女义务教育在我国社会转型时期成为一个突出的社会问题。中央政府对此一直坚持"两为主"政策,但在进城务工人员随迁子女最集中的广东省珠三角地区,由于教育投入责任在各级政府间划分不清晰、城市公共教育资源的供求矛盾等,导致该政策的执行实效并不理想。为更好地执行中央政府的这一政策,需将中央政府的政策要求上升为制度保障,构建各级政府合理分担的教育财政新机制;由公办学校为主转化为允许地方政府购买教育服务的多元化供给;将进城务工人员随迁子女教育纳入经济社会发展规划统筹考虑。
The compulsory education of the children living with the rural migrant workers has become an outstanding social problem. Our central government has always been adhering to "Two-first" policy, however, because of the unclear responsibility in education investment among local governments at all levels, contradiction between supply and demand of public educational resource, the policy is not carried out well in Zhujiang Delta Area in Guangdong Province, where the children living with the rural migrant workers are most concentrated. In order to deal well with the problem, "Two-first" policy should be supported institutionally, the new education financial system which local governments at all levels share investment reasonably should be constructed, the diversified supply should be implemented from public school orientation to local government buying education service, education for children living with rural migrant workers should be incorporated into economic and social planning and be comprehensively considered.
