摘要
健康政策一般是指政府或其他机构制定的影响医疗卫生服务和公民健康的计划和行动。随着当代社会的进步,健康已成为社会发展进步的标志,健康政策的范围也从医疗卫生扩展到人们生活的社会环境方面,使健康政策的选择空间已向"所有政策体现健康"的方向发展。健康政策的发展给政策制定与实施带来了一些新的问题,如国民健康权与政府责任,健康政策的制定要求政策协调和政府部门联合,经济社会投资与国民健康的协调发展等,要求进一步完善健康政策模型和政策体制。
Health policy refers to plans, actions that are mapped by government and other organizations to influence medical services and to improve national health. With social progress, health has been a sign of social development. The scope of health policy has extended from health services to social environment characteristics. ＂Towards health in all policies＂ will offer a field of choices of health policy. We will face some new challenges on the design and implementation of health policy, for example, heath right and government responsibility; policy coordinate and sectors collaboration; harmonious development between social investment and national health, etc. These require further improving on policy models and institutional system.
