摘要 在中国城市住房制度改革进程中,住房保障与住房市场没有同步或协调发展,保障房有效供给不足问题十分突出。直观地说,地方政府响应不积极,落实不到位造成了保障房有效供给不足的问题。但是,进一步追问地方政府为何缺乏保障房供给动力后可以发现,中国式的财政分权体制和政绩考评机制促成了发展型地方政府的形成,弱化了保障房等公共产品的有效供给。因此,增加保障房的有效供给,要从源头上激励地方政府调整支出结构,增加地方政府保障房供给偏好。 In the reform process of Chinese urban housing system, housing security and housing market is not synchronized or coordinately developed. The problem of supply shortage of affordable housing is very prominent. Although supply shortage of affordable housing is intuitively due to negative response and implement of local government, but underlying reason is that fiscal decentralization mechanism and political performance evaluation mechanism distort local government's behavior, and weaken supply of public product such as affordable housing. Therefore, increasing the effective supply of affordable housing, not only should motive the local government to adjust the expenditure structure from the origin, but also should increase their preference of supply of affordable housing.
