摘要
在对已有文献梳理和实地调研的基础上,以公共危机理论为指导,深入分析并建立了较为系统的高校突发事件应急管理机制框架,从预警、决策、应急动员、心理干预、信息沟通上指导制订高校突发事件的应对策略,提高应急管理能力,将高校突发事件的应急管理纳入和谐校园的发展构建中,为高校的稳定发展创造良好条件。
Based on literature review and field survey and investigation,the authors make an in-depth analysis of the present emergency response mechanism in universities.Based on the analysis,we suggest a systematic emergency management mechanism for universities,aiming to provide instructive aid in early warning,decision making,emergency mobilizing,psychological interfering and information exchanging.We think it important to integrate emergency management into the construction of harmonized universities so as to lay a solid foundation for the stability and development of universities.
