摘要
高校信息化建设逐年深入,高校发展对其的支持要求也愈加强烈,如何突破现有应用系统各自为政、结构松散、力量涣散的瓶颈,以高校的发展诉求为纲,以系统工程与战略地图为技术工具,面对高校信息化发展建设的高级阶段——全局战略支撑阶段,科学的制定能够全面、可持续地为高校发展提供信息化支持的信息化发展方略。分析了战略支撑思路在组织信息化建设时的必要性、可行性,并以战略地图作为制定高校信息化发展战略的有效工具,从高校发展战略过渡到了高校信息化发展战略,将信息化建设从"影响组织运行"引入了推动组织发展、影响组织命运的轨道。
With the deepening of the university informational construction, the requirements of college development supported by informational construction becomes more strongly. Aimed to break the bottleneck of existing fragmented, loose and laxpower application system, and to promote the de- velopment of the college, a strategic mag-based strategy is proposed for the informatization development, which will provide surpports to the univerity for a comprehensive and sustainble development. This paper analyzes the necessity and feasibility of strategic support ideas in the organization of information construction, with strategy maps as a effective tool of the establishment of university informational development strategy, and transit the strategy of university development to the information development strategy, and transit the informational construction from ＂hinder the operation＂ to ＂promote informatizational development strategy＂.
