摘要
俄美国防动员发展有很多相同之处,其主要特征和做法对于提升我国的国防动员能力,遇到危机和战争的爆发具有重要的启示意义。针对我国国防动员发展的现状和存在的问题,我国的国防动员一是要着眼方向性,进一步搞好体系顶端的设计;二是增强紧迫性,进一步提高全民动员的认识;三是增强法理性,进一步提升法律政策的保障;四是增强实战性,进一步创新动员演练的模式。
Russia and the U.S. have much in common in the development of national defense mobilization. By comparing the development of national defense mobilization of the two countries, we have several enlightenments ： the first is to focus direction, and further improve the design of the top system ; the second is to enhance the urgency to further strengthen the awareness of national mobilization; the third is to improve the legal and political security; the fourth is to enhance the actual combat practice and further innovate the mode of mobilization exercises.
