摘要
高校进行老校区土地资产置换,变现存量资产,可以缓解负债压力。高校土地资产置换要按照一定的程序办理并要充分考虑土地增值部分利益。政府应制定扶持高校土地资产置换政策,主动承担起所有权人的责任,这是支持高等教育优先发展的具体措施。实践表明,高校进行土地置换,必须具备三个条件:存在级差地租;符合帕累托改进;能够获得政府的扶持政策。
Colleges and universities can transfer their old-campus land assets so as to ease their financial pressure. The land assets replacement must be done in legitimate procedures with full consideration of land value increment. The government should formulate some related supporting policies in favour of colleges and universities. Three prerequisites for successful land assets replacement are the presence of differential rent, conformity to Pareto improvement and favorable policies.
