摘要
1999年之后,中国高等教育经历了跨越式的发展。高校规模的数量性扩张,给高等教育财政带来了怎样的冲击?同时,这种变化将给高等教育机构的运作行为,尤其是高等教育质量的维持与提高造成怎样的影响?本文将聚焦于高等教育资金的筹措机制,对扩招后我国高等教育的财政拨款模式、资源配置、学费定价、不同类型高校的资金筹措行为及其背后隐含的问题进行剖析与思考。
Chinese higher education has undergone a dynamic development since 1999. The tremendous expansion has a direct and dramatic impact on the funding system and governance action mode of higher education institutions, particularly as a great shock on the quality assurance of higher education. Behind these changes, this paper therefore will focus on income generation mechanism, investigates the basic issues for public budget investment,resource allocation, the pricing of tuition fees and the fund raising strategies of the different types institutions after the rapid expansion. As a result, this paper considers the crises and challenges which faced by the funding system of higher education in China.
