摘要
目前,中国科技创新人才的培养与发展存在的问题突出表现在三个层面:一是在总体状况方面:科技创新人才规模相对较小;高层次的科技创新人才缺乏;育才、引才、聚才、用才、留才的体制机制还不完善,科技创新人才流失严重;全社会对人才资源开发和自主创新的投入不足等。二是在理论研究与成果转化方面,缺乏成熟的理论和研究方法,研究成果尚处于积累阶段。三是在中国企业科技创新人才培养与发展方面,企业尚未成为科技创新人才培养与发展的主体,企业科技创新人才培养与发展存在障碍。因此,我们应着重从理论研究、公共管理和企业微观管理三个方面加强中国科技创新人才的培养。
At present, the cultivation and development of the China science and technology innovation talent exist many problems, which mainly perform in three aspects: firstly, in the general status aspects, the scale of technology innovation talents is smaller, lack of high level science and technology innovation talented people; the mechanism of teaching, leading, getting together, utilizing, and holding talents is not perfect, science and technology innovation talents erosion is serious. The investment of society for human resource development and independent innovation is insufficient, etc. Secondly, in theory research and achievement transform aspect, lack of mature theory and research method, the study achievement is still in accumulation phase. Thirdly, in China's enterprise technology innovation talents training and development aspects, enterprise are not the main body of the science and technology innovation talents training and development, there are obstacles in enterprises' technological innovation talent cultivation and development. Therefore, we should focus on the theory research, public management and enterprise microcosmic management three aspects to strengthen the cultivation of science and technology innovative talents in China.
