摘要 社会矛盾转化为群体性事件是结构性危机要素、突发性危机要素和过程性危机要素共同作用的结果,其中结构性危机要素和突发性危机要素是危机形成的必要而非充分条件,过程性要素是危机爆发的重要决定因素。上海的主要社会矛盾都属于非对抗性的人民内部矛盾,但对抗性有增强的趋势,而且多种主要社会问题碰头叠加、相互交织,社会风险日趋严峻,呈现出七大趋势特征。妥善处置和化解新形势下的社会矛盾,需要着力建立健全预警和化解社会矛盾的长效机制。 The evolving of social conflicts into group events resulted from combined action of structural crisis factors, sudden crisis factors and evolving factors. Among them, structural crisis factors and sudden crisis factors constitute a necessary condition, but not a sufficient condition, while evolving factors play a decisive role in the explosion of crisis. Although major social conflicts in Shanghai are mainly non-antagonistic internal conflicts within people, there is tendency that the antagonistic feature is becoming conspicuous. Moreover, social risk is increasingly mounting with the blending and interlocking of many kinds of different social problems, which highlight seven featured trends. The key to proper disposal and resolution of social conflicts under the new situation lies in establishing and strengthening of forewarning mechanism and long-acting social conflict resolution mechanism.
