摘要
国家教育意志作为社会公共教育意志的集中体现,主导着国家整体教育事业的发展,其形成方式与国家的政治体制密切相关。国家实现自身教育意志的能力可大致区分为意识形态掌控与教化能力、教育财政能力、教育行政能力、教育专业引领能力四个方面,就我国当前的情况而言,国家在有的方面表现出很强的能力,而在某些方面则表现得能力很弱。要建设真正的教育强国,需要着实改进国家的教育财政能力与教育行政能力,并赋予专业领域以真正的自主性,涵养真正的专业精神。
As the embodiment of the educational will held by the whole society,the state educational will determines the development of the whole educational cause in a country.The formation of the state educational will relies on the political system.The state ability to actualize its educational will consists of the following four aspects：ideological control and cultivation,financial support,administration,and professional guidance.In some areas,our state shows a strong ability,but in others,its ability is very weak.To establish a real strong country in education,we should improve the state financial support and administration and allow some areas to enjoy a certain amount of autonomy,hence a cultivation of professionalism.
