摘要
煤炭工业虽然进入了一个全新的发展阶段，产业水平显著提高，安全生产状况明显改善，但仍面临资源环境破坏严重、煤炭资源日益减少、煤炭资源综合利用程度低等困境。低碳经济作为应对全球气候变化、保障能源安全的基本途径和战略选择，正在全球范围内得到广泛认同。煤炭消耗被认为是CO2排放的最主要来源之一，煤炭企业如何发展低碳经济是整个煤炭行业所面临的重大课题。煤炭企业由高消耗、高排放、高污染的增长方式向低碳经济发展，走多元循环的发展道路是实现煤炭企业可持续发展的一条重要途径。本文通过对煤炭企业低碳经济与多元化发展的耦合研究认为煤炭企业在选择基于低碳经济的多元化发展模式时，应该遵循行业吸引力原则、相关性原则、企业剩余资源原则、企业核心能力原则、产业政策原则、环境保护原则，这些原则是保障煤炭企业在实施多元化过程中形成特有核心竞争力的前提。并在此基础上，对煤炭企业基于低碳经济的多元化经营提出了具有较强针对性和可操作性的对策和建议。
In recent years, Shanxi coal industry conscientiously implementa series of important policy decisions and measures on promoting the healthy development of coal industry by Party and the state and entered a rapid development track. After more re-integration of coal resources, Coal Industry has entered a new stage of development. The industrial level sig- nificantly increased, the safety in production improved obviously, the status of the energy base was further consolidated. But the industry still faces serious problem,such as the damage of resources and the environment, the declining of coal resources and the low level of comprehensive utilization of coal resources.At the same time,the low-carbon economy is widely recog- nized all over the world as the basic approach and strategic choice to response to global climate change and to ensure ener- gy security. Coal consumption is considered one of the largest source of carbon dioxide emissions. The whole industry faces the important task of how to develop low-carbon economy .The coal enterprises should develop low-carbon economy instead of high consumption, high emissions and high-pollution, following the development of multi-cycle path to achieve sustain- able development.Diversification is the product of the coal enterprises to a certain stage of development, and the result of a combination of internal and external environment. In choosing diversification of development models based on the low-car- bon economy , the coal enterprises should be guided by the attractiveness principles, relevant principles, the principIe of corporate surplus resources, core competence principle, the principle of industrial policy and environmental protection. These principles are to ensure the coal enterprises to achieve core competence in the implementation of the diversification process. Finally,several related recommendations of highly-targeted and practical measures are advanced.
