摘要
转变经济发展方式是"十二五"规划的主线,其本质内容是科学发展引领未来,转变方式赢得未来。无论从下一轮产业革命还是收入分配角度,转变经济发展方式都迫在眉睫。经济发展方式转变包括三个层面,国家层面需要完成宏观政策、战略上的转变;企业层面需要向上竞争,抢占"微笑曲线"的高端;个人层面需要从勤劳傻干转向努力巧干。"十二五"期间需要采取综合配套政策,扩大中等收入者规模,完善基本公共服务体系,构建和谐劳动关系,保障职工工资正常增长和支付,不断完善收入分配制度改革,服务于经济发展方式转变大局。
The transformation of economic development mode is the main line of the 12th five-year-plan scheme, its content being to lead to the future with scientific development and to win the future by shifting the approach. Whether from the viewpoint of next round of industrial revolution or income distribution, the transformation of economic development mode is extremely urgent. The transformation of the economic development mode consists of three levels： on the national level, the transformation of the macro policy and the strategy should be finished; on the enterprise level, upward competition is needed to seize the height of the ＂smiling curve＂ ; on the individual level, it is needed to shift from foolish hardworking into ingenious efforts-making. During the 12th five-year-plan period, comprehensive supporting policies should be adopted, so as to expand the scale of the middle-income group, improve the basic public service system, build a harmonious labor relationship, ensure the normal growth of wages and pays of the employees, continuously improve the income distribution system reform, and change the overall situation to serve the economic development mode.
