摘要
非常规突发事件由于前兆不充分,具有明显的复杂性特征和潜在的次生衍生危害,而且破坏性严重,采用常规管理方式难以有效应对的突发事件。因其具有强烈的社会危害性,近年来备受学者们关注。互联网作为非常规突发事件信息传播的载体和平台,使信息传播更迅速,也使事件影响力剧增。通过建立指标体系衡量和评价非常规突发事件网络舆情热度,明确舆情涨落的深层次影响因素和内在作用机理,为政府舆情控制、引导、以及预案制定等提供理论依据。
Because unexpected emergency owns the characteristics of explosive,uncertain evolution and group diffusion,more and more researchers concentrate on and try to solve it. Especially,as the carrier and platform of broadcasting of unexpected emergency,internet along with its popularity makes public opinion on internet absorb more attention. It is a new viewpoint to use the index system method to estimate the heat degree of public opinion on internet for unexpected emergency. This method will help us to find the underlying reasons of the fluctuation of the public opinion heat degree. And to use the index system,it provides strong evidence on leading unexpected emergency＇s diffusion of public opinion on internet from looking out the interact factors on the subjects and searching for developing law to control its broadcasting.
