摘要
积极开发具有战略意义的深海矿产资源是化解世界金属矿产资源危机的重要途径。深海战略性矿产资源具有"公共物品"属性,虽然以《联合国海洋法公约》为基础的国际海洋制度确立了深海战略性矿产资源开发的制度安排,但是深海战略性矿产资源开发仍然具有显著的外部效应,主要表现为其开发引起的国际海洋权益纠纷和海洋生态环境影响。同时,世界矿产品市场供求不稳定所造成的矿产品价格波动和深海战略性矿产资源开发的成本问题是影响其商业化开发的主要经济原因。
The exploitation of deep-sea strategic mineral resources is an important way to resolve the world's metal resources crisis. The deep-sea strategic mineral resources possess the attribute of "public goods", and the exploitation of deep-sea strategic mineral resources has remarkable negative external effects although the systems based on United Nations Convention on the Law of the Sea has been established. The negative external effects are manifest in international maritime disputes and damage to the marine ecological environment. On the other hand, the restrictive factors of deep-sea strategic mineral resources' commercial exploitation are international mineral price fluctuation and high exploitation cost.
