摘要
改革开放以来,中国共产党在应对知青返城和国有企业职工下岗所推动形成的严重城镇就业冲击的过程中召开过三次全国就业工作会议。三次会议既为当时条件下城镇失业治理提供了理论上的指导,同时又积累了中国共产党在领导国家建设过程中治理城镇失业的历史经验。这些经验对于认识和解决当前条件下的城镇失业有重要的价值。
Since the reform and open-door policy, the Communist Party of China has held three national conferences of employment in its effort of dealing with serious urban unemployment shock caused respectively by the educated young people＇ s return to cities and employees of state-run enterprises being laid off. These three conferences offered theoretical guides to the governance of urban unemployment under the current circumstances and meanwhile helped accumulate historical experience for the Party to cope with urban unemployment in leading the nation in national construction, which is of important value to understanding and solving the current problem of urban unemployment.
