摘要
中国正在进行的政治文明建设和行政改革实践对廉政建设提出了更高要求,公共行政理论的发展成果"新公共服务理论"为廉政建设价值观的建构和实践提供了充分的理论预设。借鉴新公共服务理论范式审视我国廉政建设的现实,存在官本思想严重、人情行政盛行、腐败文化渗透、舆论导向偏颇、制度设计缺失等困境。应当通过加强廉政精神文化建设以营造廉洁从政社会风尚、加强廉政制度文化建设以完善廉洁从政行为规范、加强廉政行为文化建设以展现廉洁从政工作作风、加强廉政物态文化建设以提高廉洁从政实际绩效等措施,不断推进廉政建设。
The current ongoing political civilization construction and administrative reformation practice in China put forward higher demand to clean government construction. The ＂New Public Service＂ theory, as the theoretical results of public administration theory, provides bedding to the construction and the practice for the values of clean government construction. Learning a new theoretical paradigm of public services and clean government to examine the reality of our country, we found there are still officials of the mentality, the prevalence of human administration, corruption and cultural infiltra- tion, biased public opinion, system design deficiencies and other problems. We should continuously promote the clean government construction by creating a social climate of being clean and honest through strengthening clean government＇ s spiritual cultural construction, strengthening clean government＇ s systems cultural construction in order to improve a code of conduct clean and honest administration, strengthening clean government behaiour cultural construction to show a clean work style of politics, strengthening clean government physical cultural construction in order to improve the actual performance of administration.
