摘要
国家在宏观调控领域中授权、决策、执行和监督的混乱与冲突以及相关调控主体法律责任的缺失是我国房地产宏观调控失效的主要原因。文章认为,需要从法律的角度消除政府违法与政策违法现象,重新审视政府在房地产宏观调控中的角色定位。在具体政策方面,要在增大住房供应总量的基础上调整结构,保证保障性住房的土地总量供应;继续强化和严格实施差别化的信贷和税收政策,区分首次购房、二套住房及以上的首付比例和利率,并结合税收政策实施;宏观调控的经济手段与行政手段相济并用;严格执行省级政府和地方政府及各部委问责制度。
There is regulation failure in real estate market in China due to the lack of relevant policies and law.This paper considers that,we should review the role that the government plays in the market.In details,to adjust the total amount of housing supply,ensure the security housing land,enforce the policies of loan and tax.By using macro control policies and administrative ways,combing with tax policies,the government should make a perfect regulation of the real estate market in China.
